Encoding standard for TR postings

I encountered a glitch posting a response. The [b]Title[/b] bar refused to recognize any entered text.

When I right-clicked within the TR Forum page, I had Western European (Windows) encoding selected. Upon switching to Western European (ISO) encoding, the [b]Title[/b] bar accepted the entered text.

I have no explanation for this, and would be most interested if others have encountered this problem. Perhaps some TR participant will read this post and provide a definitive explanation (if there is one).
