Excel 2003 Sheet Protection

I keep going in circles and would love some help. I have a complex spreadsheet and need to protect the structure. The users need to be able to enter the data but I need to restrict them from inserting or deleting columns or rows. I’ve gone through all the security options but it locks the cells or it doesn’t!
