EXCEL formula help

I need to understand why excel is not allowing the same formula, that exists both above and below… I am only doing a sum of 7 cells on the same row? but if I enter the formula even with prens, or begin the formul with a 0, or even backward, I get #VALUE!
I need this value to be correct for other formulas to work. Got any sugestions?
