Exchange 2000 – PST delivery of email

I have users on my exchange server who have setup their mail to deliver to a PST file. My management wants to be able to monitor these users email. I know how in the users profile in AD and have the mail delivered to an alternate location but then the sender gets 2 delivery reciepts if he requests one. That can cause problems. Do we have any options?
