Exchange 2003 Spam Filters

Outlook 2003 flags valid messages as spam and kicks them to the “Spam Mail” folder. I’ve verified that IMF is turned off on Exchange 2003, and that the Junk mail filters are turned off. I know this is backwards from standard spam topics. Any thoughts on how to stop Outlook from pushing messages to the “Spam Mail” folder?

Any advice is appreciated.
