Exe’s won’t execute (mostly)–Trojan Hor

After downloading a file and deleting it from the hard drive (purportedly a picture file) my client can no longer run programs (.exe files) from Windows95. Would installing Windows 95 again help? A dialog box comes up and says it can not find pic.exe and says it is looking for it as a “url C: protocol”
Control panel is unaccessible, as well as almost all programs. Sometimes we could start a few programs such as “Winipcfg” or “My Computer” window. But practically everything is inaccessible. What is this? What is the best approach to solving the problem. Norton Antivirus was installed but cannot run (it is an .exe file), etc. Machine boots to DOS OK– Rescue disk was used to overwrite system files on hard drive. Same problem still exists. Only improvement noted–Windows will “Restart” now, and would only “Shut down” before. Machine is old Apriva Model 2168-M53 –a Pentium 100 computer. System will not boot from a CD-Rom–not an option.
