Explorer.exe Timeout / Delay Please Help

Does anyone know of a way to delay the length of time that it takes to load explorer.exe ?

Odd request, but if I can delay the amount of time it takes for the start bar comes up, this should be possible..?

By the way, all the background programs must still load when a user logs on, preferably before explorer starts up.

Please Help, desperately seeking a solution.
