Forward contact record as Vcard

I have a user who is attempting to send a contact record from his contact list using the Forward as vCard tool. He receives a message that he does not have delegate rights to sent on behalf of the person.

I have done a Repair on Outlook and I have checked his contact properties to make certain that there are no odd settings that have been changed. I’ve looked on the MS KB to no avail.
