Ghosted Comptuers users not able to add printer

We have recently added a second server and are in the process of moving items over from our old W2k domain server. We have machines that were since we created the domain.local connection the users cannot add a printer.The get an error stating a policy that is in effect keeping them from adding a printer from that queue. But we have some machines that were already running when the domain.local that can add printers. The machines are different models. I think it has something to do with the policies in the AD, but I have no idea what it would be? Any suggestions?
