Ghosting images

I have a server running 2003 and 25 workstations running 98. I want to make sure each workstation has the same desktop icons. Is it possible to image one existing desktop and share it to all others or do I have to configure each desktop individually. You probably guess I am new to this type of work so simple steps would be appreciated.
