Hosted exchange email box replication locally

Hi,

We have a hosted exchange with a service provider, but our internet speed is chocked almost all the time, because we have lots of GIS data for FTP up / download.

My users complain about disconnection of outlook from our external hosted exchange, such as trying to retrieve folder etc.

We have now decided to introduced a new exchange server which will be installed locally in house, so all messages that are received by our hosted exchange server will be then replicated to our local exchange server.

So my users will be connected to local exchange server rather then external exchange server & my local server will be syncing with external hosted exchange server on regular intervals, in case of disaster locally, I just need to have change the server name in outlook only & every thing will remain same.

Please advise is it possible in exchange 2003 or 2007, our local Microsoft partner is gooooofy.

Please advise me shall I buy exchange 2003 or 2007, & apart from that is it possible all together.
