How do I setup a program to permanently run as an administrator for a user?

At one of my clients I need to setup 10 PC’s with a program that can only be run as an administrator. My client absolutely does not want to give these 10 users any administrative access but they must have this program. The software manufacture does not have a work-around for this. There may be a simple and easy answer to this but I have never had to set anything up like this before so I am clueless at this point. Any help would be greatly appreciated. The PC’s are all Windows XP Pro SP2 systems.
