How to map out a post-layoff job hunt

Hi:
I’m a mcse,mcp+ internet, cne and ccna. I had been without work for the last 7 months. I’m looking every day on the internet but few head hunter’s respond. I’m started to be frustated with the field and I don’t know if it will improve in the future, also I would like to receive advice on the best way to look for a position.
