IBM thinkpad 600E post error

IBM Thinkpad 600E laptop.
On switching machine on error code 173 is displayed top left of screen under memory count.
The system requests password which is entered and accepted.
Then 2 beeps are heard and a windows displaying ERROR 00173 and 00163
The system will not boot from floppy
I have tried the IBM utilities disk and it will not read that either.
Help!!!!!!!
