IE 5.5 not popping windows (frame)

I am having problems with a NT4 workstation that when I open up IE it appears to work fine. On the intranet page if the user clciks on a frame link it does not respond. If anyone else logs into the same computer it works fine. I have checked his groups with other users and he has the same. They all work and he does not. I blew away his profile on the server and the workstation and had him log back in and got the same results. Then I put him in as local admin and he works fine, of course this is not the desire fix! All I can think of is the registery but am unsure as to where to look. I am assuming current user key since it does work for other users who have the same rights. Any help would be appreciated.
