IE7 won’t display page properly at all

This is on a network computer, this laptop won’t display a needed webpage properly at all, links are missing, background gone, text is wrong font, however the same site displays just fine under other user accounts on the same computer and on every other computer on the network. At my wits end. Things I’ve tried: re-install, reverting back to IE6, no add-ons running, cleaning cache/temp, updating all add-ons and Windows updates. It is only this webpage and ONLY on this user’s account which by the way has full permissions. Any thoughts guys?
