import .pst and I.E. bookmarks

I have a 98 machine that I need to move .pst & bookmarks to a win 2000 machine. I have office 2000 installed on both machines. I have tried to import .pst file and bookmarks and I get an access denied error message. I have tried floppies, cd burner and local network all with same results. 98 set for user and 2000 is admin.
