Ip adress

Does anybody know how to find out somebody’s ip adress. Where to seek for it? May I find it out somehow from the web page which he is visiting? Or from my own blogg or my own web page? Is there some kind of history that registers the visitors and users, and their ip adress also? How to check it? Please, show your good will to explain me these issues!
