Is $15k set-up fee from application hosting provider reasonable?

I’ve gotten a quote from a hosting provider that includes a $15K fee for installation and configuration of the Deltek enterprise EVM suite along with Citrix server. Suite will be installed across four servers. Does this sound reasonable? What kind of costs have others incurred from full-service hosting providers for similiar efforts?
