Is HP Open View overkill for 40-60 servers? Any ballpark cost?

We currently have 40 servers co-located for our proprietary app. Currently no management tools in use. Windows 2000 and MsSQL 2000. Is it appropriate for us to examine HPOV? What are the alternatives. We could grow to 60 servers in 18 months.
Does HPOV provide any project management out of the box?
