Is it possible to manage outlook distribution lists through an import?

I’m looking to take a report from our HRIS and import it into Outlook to manage our distribution lists for the seniuor team, leadership team, and manager’s (all based on job title). Is there a way to do this so the Email administrator does not have to manually add and delete individual people to these lists every day?
