Is it possible toStart a Windows Server 2003 service without being admin ??

Is it possible to allow a user to Stop or Start a Windows 2003 service on the server without them being an administrator ??

I want to enable spefic users to restart an application running as a windows service, but I do not want them having administrator privileges for reasons we all know….

I have been looking for this answer everywhere without any luck !
