I read a comment recently;

Now I know that over the past two years this has been a major topic of discussion on TR but perhaps tides are changing, as suggested by the persons comments above.
Is this the scene where YOU live or am I just living in an area with a lot of cheap businesses?
Does your company spend casually on IT and simply make cuts in other areas of the organization to ensure nothing but the latest or best is installed in the IT room?
Do you HAVE a budget in your IT depsrtment or is it pretty much spend as needed?
Are companies no longer outsourcing to reduce IT costs? Is everyone back at work now that was outsourced over the last four years?
I am somewhat confused by this new undertanding of a care free IT world, from what I have read here, it is not really so easy to boost IT budgets and get new software, hardware etc. ?
