IT Projects: Cost of Ownership

I’m currently trying to develop a matrix/metric for the cost of supporting a business sponsored project. If we in IT take on a request, how much would development, QA, Tech Writing and ongoing support cost?
Has anyone ever seen this, use this, done this?
