JPEGs in Outlook changed to Word files

One user in my office always receives JPEG images at Word files in Outlook. When he tries to open, Word launches and an error message is returned. I have checked the File Type accociations and I have changed the default editor so it is no longer Word, and this does not help the situation. Any suggestions?
