localhost connection refused

On a Windows98SE machine (running zone alarm and with an asante router), when I try to use the HP Toolbox for a new laserjet1012 printer, I get the message that connection was refused to localhost:5225.
I’ve configured everything (I think) to allow that port, etc.
But the HP Toolbox still refuses to open.
Any ideas on why it won’t connect to localhost?????
