Lost Access to startbar

I seemed to have lost access in the last few days to the startbar on my computer. I can right click and explore everything, but when I left click on the start menu, nothing happens.

I tried to chane the start menu properties and when i change to start menu ( I have it set to classic start menu) I can open it up but not access programs area. It just sits there highlighted.

I recently had an error come up (this might be totally unrelated) a corrupted or bad file run: mcndmgr.dll run resvr32%SystemRoot%\system32\mmcndmgr.dll
