Lost all internet sockets

Hi, I am running Windows NT 4.0.
When I updated my dial up networking settings
I developed a problem with my internet connection. Every internet application I have will not connect. Netscape says “unable to create a network socket connection. There may be insufficent system resources or the network may be down.” The odd part is that dial up networking works okay and connects without any problems.
Do you have any sugestions?
