lost files

after using one of your answers i managed to turn of bios password.now some of the programmes cannot be found ive had to use a backup disc t6o boot with but the files i need are not on the back up disc i need country help file and another system file how can i restore to when they deleted my boot files for drives etc i can only use scandisk which detects no problems on drive c but it will not load windows me without these files…..heck im gonna buy an abacus i think can i use backup from another compute or will it detect wrong hardware settings??and parameters??
