Lost Hard Drives

Hard drives(IDE) are not recognized when I attempt to format. It says “no fixed drives are present” and I can’t format them with any of the utilities I have. This is an old machine with two hard drives. All cables are attached. I am trying to restore the OS and give this to my son. Any suggestions?
