Lost Himem.sys File

Alright this is really stupid. I have come across many systems both Win 95/98 that give this error when booting.
Cannot find himem.sys file. Please make sure that it is in the windows dir.
Now that isn’t the worst thing I’ve seen but the problem that occurs is that the file is there. I have tried reinstalling windows. With and without f-disking. I have tried copying the file to different directories, replacing the file with a different one. I even removed it from all the boot files. I had one case that this happened on that the computer was still under warranty, when I sent in the harddrive they told me it was fried. I had thought that it might have been hardware conflict because windows likes to give you stupid errors when you have a problem, but it wasn’t. Any ideas?
