Lost Master Browser

What could cause a PDC to lose the Master Browser list? We have a single domain w/3 subnets. One has the PDC, the second has a BDC, the third has none. Could no BDC on the third subnet be the problem? The Master Browsre keeps jumping all over the net. We’ve turned off the Browser function on the clients.
