Lost mouse after restart in w98

I have a user with an IBM 240 Laptop – no docking station. Attached are Palm Pilot, printer, keybd, mouse, and monitor. When rebooting (restarting), he will lose the mouse, and have to shutdown manually and then restart manually to get his mouse back. He claims this didn’t happen until he attached the Palm. I can’t find any conflicts – any suggestions?
