lost on boot up

i have replaced a hard drive and reinstalled windows 98 se. now on boot up i get a message the says “vnetbios.vxd missing”. the message also says that the program that used this file is no longer there and the entry in the registry or system ini needs editing. i looked both places and cant find this file. can anyone help ??
