Lost Password explorer (content advisor)

In explorer – internet options there is a content advisor that controls content that can be viewed over the web.

Friend bought 2nd hand computer and no-one can remember the password. I’ve tried reinstaling windows 98 (se) but the password is still requested.

How can i reset/delete the password, i think i’ll have to muck with the regedit, but what do i delete.
