lost toolbars in office2000

How can I get the toolbars back in MSWord2000?
They are not displayed in a document and listed in the “customize” “toolbars” menu box.
I have repaired, uninstalled and reinstalled, uninstalled then deleted directorys and reinalled, office 2000. Word is always the same no toolbars.(excel outlook etc OK) I have deleted the normal.dot, restarted word and still no change. I have selected reset defaults in the “customize” “toolbars” menu box.
