LOST: Windows ME – Help Connection

Have reinstalled several times. Will loose to much to (clean install) When I click on “Find topic in Index” it goes to: However, but it won’t bring up the Index. Which is located on the hard drive at: (dihcp://system/Index.htm) When I click on Index.htm it brings up the browser with no connections. Please Ideas to fix.
