lost windows xp system sounds

I have a machine with WinXP SP2 that will not play system sounds (startup sounds, errors, new mail sounds, IE sounds, etc). It will play any sounds that you start manually, just not the system sounds. I have checked the audio drivers, sound scheme settings, and checked the reg according to some info I found on the web. I’ve done all of this to no avail.
All suggestions welcome.
