macros in legacy Excel in Vista Basic

I have been successful installing and using Office 97 in Vista Basic (New Laptop) VB5 and VBA code works just fine and is modifiable in Access. However, Macros in Excel are unavaialble. error code “Cannot Record”. Any suggestions?
