Making a chart with a secondary axis

What chart type do I select if I want to make a chart that automatically has a secondary axis. I need two veritcal axis (one has to be in tens and the second one in thousands). The primary veritcal axis will represent mo. cost while the 2nd axis will represent one time fees.

Also, if I open a chart that someone made and want to see what chart type was used to create that chart, is there a way to do that?
