McColo shut down?

So why can’t we make it illegal to have / run / operate / participate in a spam scheme or bot scheme? Why do we have to allow it? 1st amendment stuff?

How about doing the same for junk mail?

How about doing the same for billboards?

What would happen? Would we be able to survive?
