Microsoft Exchange 5.5

We are having a problem with our Exchange server. Many (not all) of our users are unable to send or receive attachments. Everytime they select the attachment to open it up, all they get is an hour glass. They are also having a problem accepting appointments that are sent to them. Has anyone one else ever had this problem? Help please.
