microsoft hassle in office

i’m using a valid license key for ms office 2003. i activated the product and checked that the product was activated by opening any of the office programs, clicking the About menu, and choosing Activate Product.

The response after doing this is that the product has already been activated.

What my problem is is that any time the user opens any office app (outlook, excel, word), she gets prompted to print/accept/decline the microsoft end-user license agreement.

Any one know an answer to this?
