Moving .PST files from NT to 98

I am trying to move some Outlook .pst files from a winnt pc to a win98 pc. Is there an obvious problem with this?? I put the pst file on nt on a FAT patrition, and exported it before moving. I keep getting a message that I do not have permission to access the file. There is NO p/w on the pst file in nt.
