MS Word 2000 International Characters Not Recognized by Mac Word 2004

I’ve got an editor working on Mac using Office 2004 and her Word app doesn’t recognize any international characters in a doc created using MS Word 2000 on a PC. I tried changing the font with no avail. The french quotes are showing up as emdashes. Help!
