MS word

i need to creat an ms word template to be used by all the employes in the company. the template contains a header, footer, document title, subtitle, a date field amd finally the body of the document. the user should only be able to enter text in this document. the font, size and formating of the paragraphs should be locked. i used form text fields and locked the document, the problem is that the user cannot use bullets and numbering in the body. how can i fix that ?
