Napster

I have some users who are managers, and they like to use napster, what I need to do is throttle, or allow them access at certain times, they are eating up space on the server, and using our bandwidth, for their music, you will appreciate that I needto do this without their knowledge, as there are times where they will use their rank to get what they want.
Any help would be appreciated
