Need Help: error message when disabling some programs in startup

When I tried disabling some programs during startup, using MSCONFIG, I encountered an error message:
“An access denied error was returned while attempting to change a service. You may need to log on using Administrator account to make the specified changes”
The problem here is I am the administrator..
Please help,am totally clueless…
