No POST

Recently built system will not boot if shut off and turned back on immediately. Must wait at least 30 minutes before can boot again. Power LED appears, but no POST – just dark screen. Wait time indicates possible heat issue. Any ideas of where problem may reside – BIOS chip, Processor, Power Supply, etc???
