Normal.dot problem

I have a workstation that when one particular user starts WORD [2003] the ruler does not show inches, and cannot be changed. If I sign on the same workstation with other user profiles, the ruler defaults to inches, and can be changed. I have deleted ALL the normal.dot files, and tried copying a “good” one from a user profile that works to the one that doesn’t. No luck! What am I missing here? Thanks in advance for any help!
